Information System of Research Development and Extension Training
In every organization, information system in research development as well as the extension training is very crucial in the entire improvement of the human resources. In this connection, there is more attention being given to the motivational aspects of human personality of the employees. Particularly, the need to boost their self-esteem, to promote group or team building, as well as to implement self-improvement and actualization among the employees are all taken into serious consideration. The call for humanism and humanization from all industries has a large impact on the principles of human resource management in the organizations. In the same way, the development of the people through extension training in order to improve their competencies helps a lot the organization to achieve its common goal. Additionally, the extension training among the employees in the organization is very important in determining the major problems such as professional incompetence and lack of motivation among the employees. Furthermore, many of the agricultural extension departments of many countries do not have a well-defined system of human resource management. Hence, proper planning and management of human resources within extension trainings in the organization is essential to increase the capabilities, motivation, and overall effectiveness of extension personnel. Keeping this in mind, various aspects of human resource management are applicable to extension organizations such as: human resource planning for extension, job analysis, recruitment and training of extension personnel. Accordingly, information system in the research development planning, as well as the extension training need to go hand in hand with the rapid changes in the technological side. Subsequently, the extension training programs in developing countries improve the preparation of job charts work plans, and time-bound work for different categories of extension personnel. Nevertheless, the actual job descriptions in extension organizations is becoming complicated by factors like work overload, seasonality of extension, the range of cropping systems, and distribution of extension service over a large area (Hayward, 1990). This paradigm also noted that job analysis is essential in order to improve the performance, efficiency and effectiveness of the extension workforce in the company. Moreover, there are methods and techniques for effective selection of extension staff within the organization. The training centers, agricultural colleges, rural institutions, and local government agencies may be sought to give wide publicity, as well as to inform candidates living in rural areas about the program. This must be followed by screening and assessing the short-listed candidates and by evaluating potential candidates through various tests and interviews. By selecting extension personnel demands a thorough, in-depth testing of cognitive and non-cognitive abilities among the applicants. More than that, training in the new information system application is very crucial in creating changes in the organization towards improving current job performance as well as to improve current skills and abilities of the workforce for the preparation of the future tasks. In the extension training programs various methods such as games, role playing, simulation exercises, and case study can be used in order to create learning situations based on experience (Lynton & Pareek, 1990). Likewise, application of the technological aspects in human relations, problem solving, and planning and implementation concepts of human resource management is very essential in the effective development of the extension trainings in the research development aspect of the organization. The major factor towards the success of extension organizations is enhancing the company’s human resources. Human resource management must help extension managers improve their human resource system together with the employees. At the same time, proper planning and implantation of the human resource system may cause entire development of extension personnel. This will also help the extension organizations to adapt to the rapid changes occurring in the extension environment. In other countries, various organizational extensions are most common known extension through conducting learning activities and communication strategies from different disciplines from the field of agriculture, marketing, health and business sectors. The extension employees or practitioners ca be seen all throughout the globe, they mostly work in the government agencies. By all means, full support is given to the emerging issues and concerns on Research and Development which serves as fundamentals to research applications and us underlying principles vital to information technology generation in every organization.
