Major Developments in Internalisation


Introduction


            The development as well as discontinuity of the European Universities is considered as one of the most studies in different academic institutions in the world. As of now, the universities are considered as part of the national education system in Europe. The said event had happened due to the interdiction and expulsion of the Jesuit order in Portugal as well as its colonies during 1759. After the year 1800, the international students were no longer treated as autonomous aspect of the European national universities, where in international students has their own human rights and constitutional rights.


 


Foreign Students during Medieval and Early Modern Times


            During 12th and 13th century Europe, the term Studium Generale is the term that is used to describe the refusal to limit the reach of one institution in a given region or place, social faction or even the subjects or branch of knowledge. The term university was used in order to describe those organizations or institutions that defied the issues regarding the Studium Generale.


            The primary reasons behind the said condition, is because states were particular and restricted by territorial borders, thus, universities are being confronted with the local political as well as ecclesiastical authority that has a regional thinking regarding the politics.


            During the late medieval times, students who are studying in university are considered as foreigner, stranger as well as poor. They are considered as poor, not just because of their social and financial status, but because, most of the students of university already anticipate their future as becoming clergymen or even officials in their own churches. Furthermore, it also pertains to the power or position of an individual in the society, as well as their rights and privileges.


            The said condition during the late medieval times shows the exclusion as well as discrimination in the educational sector of Europe.


            During early modern, the said condition had changed. During that time, the political control over different universities had increased because of the growing territorial state; on the other hand, those universities and educational institutions handled by Catholic and Protestant have closed.


            The said situation resulted to a new pattern of educational organization in Europe, which is the classification of university students by nations. Different students were no longer grouped their region, but by their language as well as culture. Therefore, those students who are organized by their nations are considered as foreigners. They are distinguished by their differences from those students who lives and was born in the country that controls the university.


            During that time, those students in different universities in the regions were no longer considered as poor, in contrast, those students are considered as member of elite, well-known and rich families in different part of the world. In addition, during that time, studying in foreign country is a way of confirming their social status in their country.


            The said change of events shows the two of the most important development in the history of universities as well as educational institutions in the world. It is also important development in the study of the international education.


 


Modern University


            There are different factors that affected the development of the studies in abroad. University is considered as an important institution as well as instrument of the cultural politics of the nation state. Furthermore, it is also one of the most important aspects of factor that represent the nation states by the process of spreading the different cultures as well as knowledge with its students.


            The colonial expansion of Europe has a great impact in the international education. This resulted in huge numbers of students who studies in the metropolitan city of the particular colonial power. Moreover, those universities that are established in the colonized countries use the language of the mother country as the language of instruction. The said situation can be seen in the case of Germany and Turkey. Turkey is considered as the biggest exporter of students in Germany, having 14.5% of the entire German student’s population.


            That is the reason why the past colonial bond can still affect the decision of an individual regarding migration, that lead the university as one of the instruments that are used in order to decide regarding the cultural policy of the nation states.


 


International Education


            During the modern society, there is a so-called the globalised system, where in each system creates a motivations for the important processes of the social mobility as well as migration that disregards the different boundaries of the nation states.


            It is important to focus on the two of the most important functions in the international educations which are the: system of the higher education and the social system of the science. In addition, the sciences are the: roles of the educators on the process of teaching; organizations’ responsibility in the organizational system; and the different educational programmes.


            The most important factors that motivate and push the migration of the students in the modern society are the performance and level of the higher education as well as the science system. The said fact can be seen in the current condition of USA, when it comes to the international education. Furthermore, 3.3% of the entire international students are enrolled in the USA. It can also be seen in the condition of universities in Australia; where in students from different Asian countries are the primary factor that helped the development of the educational system as well as the social service of Australia.


 


Education and Sports


            Education and sports has a great impact on the international education. This can be seen in the growing recruitment of international students. There were about 6,000 students who were recruited by the USA, because of their athletic talents and schools. They are also receiving stipends and other financial supports from the states.


 


Conclusion


            There has been a great development in the aspect of the international education as well as the educational system and social services, during the time of European University as well as the different educational sector of different countries in the world. However, there are different conflicts that must be considered by different nations regarding the migration of foreign students to their countries. This must be considered by the exporting as well as importing countries.


            The permanent student migration can have a conflict with the different policies of nation state. Example of this condition, is the policy of the USA regarding its reluctance in limiting the international students to different undergraduate as well as graduate programs as well as the academic positions (Stichweh, 2001). The said situation leads to high percentage of foreign students as well as foreign professionals who work in the country (Welch, 2005). The said condition will impact the life of those locals or the true citizens of the country, more specifically those individuals who belong to those families who don’t have that money, power as well as knowledge and skills, to go to the university and become professionals, as well as to fill important and high-paid positions in different well-known private and government institutions.


            On the other hand, those countries who are exporting students will suffer from brain and brawn-drain that can affect the educational industry of that particular country. This is due to the fact that, most of those students who finished his or her studies in foreign countries, most specifically, those world-renowned universities prefer to make his or her career in developed and industrial country.
