In a public organisation, appraisal of staff performances can be used as a motivational tool for communicating performance expectations to employees and providing them with feedback. Public organisations must remove all systems that create fear which include punishment for poor performance, appraisal systems in public organisations that involve the comparative evaluation of staff, and merit pay to have motivated staff pursuing precision with their works. Establishing total quality management and development programs in public organisations entail several procedures. In order to be effective, programs should begin with strategic plans and appraisals that would meet the client’s needs and are appropriate with their level of satisfaction. In appraising practices, certain factors and concepts should considered in the formulation of total quality management and development plans.
