1. The need to introduce middle level colleges to ease the burden experienced by the universities.
2. The need to be more aggressive in tax collection with a certain fixed percentage going towards upgrading facilities at higher institutions.
3. Encouraging employers by giving them incentives to offer placement opportunities to both would be graduates and those who have graduated already.
4.Small percentage of fees say 1% from the tourist expenditure in the country to pay for extra teachers.
5.Incentives for employers to establish firms in the rural areas to stem internal migration which may later translate to migration abroad.
6.Improve communication with foreign institutions for easy access to information eg access to library facilities online.
7.Encourage more exchange programmes with major institutions for greater understanding among those still in education.
8. Percentage of all investments in the country to be directed to improving higher education in general all over the country.
