If I could design an object, space or building that would positively impact on the social, cultural or physical state of the world it would be a BEHAVIOMETRIC TERRORIST DETECTOR intended for use of modern military organizations. Why behaviometric? Biometrics refers to the methodologies for uniquely recognizing humans on the basis of one or more intrinsic physical or behavioral traits. So, when we say behavioral it is related to the behavior of a person.[1] To wit, the concept of peace is now but a theory, and that no one really knows when such happens or did it ever happened.  Terrorism will be the first major security challenge in the 21st century. A collective definition of terrorism has not been made yet, thus, it is impossible for international community forces to combat with terrorism. It is increasingly becoming a global phenomenon and the response must be global as well. The phenomenon has political and economic roots.[2] Therefore, political and economic measures must be undertaken hence the proposition to develop a detector of the perpetrators based on their actions, manners and conducts.


 


Terrorism deals with changing dimensions and it is acquiring new ones. The act of terror is now shortened by an easy access to technology. The process is now taking place in the cyberspace, in a training camp or in any place possible to access information, spread propaganda, raise funds, communicate and plan operations. There is a great possibility of terrorist attacks involving government and commercial computer-driven company and businesses. An additional challenge is the new terrorism lies in the diffusion of groups involved. As such, the ability to track and interdict them is impossible and their capability to inflict damage is widespread.[3] As terrorists become more global, it becomes more fanatical, too. Political motivations, gradually, give way to religiously-motivated and indiscriminate attacks. Another disturbing trend is that it is becoming more lethal. Its lethal nature is the result of the support granted by certain states and governments.[4]


 


It may be impossible to deter terrorist attacks specifically those that are carried out through mass destruction but it is of possibility to deter their apprentices and the countries that hosts terrorists. In the process, military can only be a part of the solution since their means are not sufficient to address the terrorist threat. A modern military organization is a military organization of current or recent times that has modern equipment and methods. They made use of high-tech military hardware including specializations on air force, navy and army. Diversity in modern military organizations is evident in the variety of weapon systems. Though, it is largely dependent on information. Some countries are engaging in the method of manning the military forces and devising a volunteer reserve structure. The goal of such countries and North Atlantic Treaty Organization (NATO) is to cope with present and future security challenges, to provide national defense and to protect sovereignty and national interests through participating in collective defense system.[5]


 


The next question would be why the military organizations? As terrorism is acquiring new dimension in increasing the security threats, proper authorities and the military must seek ways to control the outbreak. We must take account the vital role the modern military organization will play. It will be the most important element to combat international terrorism because it can be concentrated in a specific area or state, it can produce alliances transcending across territorial boundaries and it can even spread military might and power internationally. New strategic opportunities are available to be exploited and bring a much needed change for the society. In essence, the importance of having modern military organizations are to fight and win against global terrorism in domestic and international levels, to halter the proliferation of weapons of mass destruction and liberate the Afghanistan, Iraq and other countries who serve as hosts to terrorists and to recruit allies in war against terrorism.


 


It should be noted that modern militaries has a role to play in combating terrorism involving weapons of mass destruction, cyber threats to the national infrastructure and international organized crimes. To wit, the terrorists are using modern technology to spread animosity, fear and danger worldwide, the strategy is to have a direct response in modern military organizations. The BEHAVIOMETRIC TERRORIST DETECTOR will be the technology that will be used in identifying different terrorist in various key cities vulnerable to attacks. The war against security threats is not just on battlefields and in cyberspace as technology is commonly used in spreading terrorism. Instead, terrorism is widespread and could happen everywhere. As terrorists are deployed everywhere, it would be necessary to deploy military members on various places where terrorists lurk and detect them even before they can inflict danger. The role of the military organization is to trace and track down terrorists while they are still at hand since they have intelligence and capacity to do so. As such, the modern military organizations will serve as peacemakers and homeland defense.[6]
