This is in response to the need of appointing an independent Quantity Surveyor (QS) for cost monitoring to our recent project of reclamation works in Chap Lap Kok. I am certain that you have heard about the news regarding a huge amount of financial claim for the project of reclamation works in Central. To avoid this incident to happen to us, I feel that there is an urgent requirement to do such appointment of independent QS due to some important reasons as follows:
- to have a better control of project budget;
- to have an immediate person who can monitor the state of business affairs in the project site;
- to have an independent source of necessary information that will be needed in the duration of the project; and
- to have someone who will uphold the interest of all parties concerned.
The said appointment will not affect the roles and responsibilities of other employees involved in the project especially so that the said position is an independent one. It will work on a specific area of control, that is, the project budget and its underlying factors. The Human Resources Department (HRD) will provide a quotation of the appropriate remuneration package for the position being requested.
Granted this request, I suggest that your good office should begin considering a list of the best persons for the job based on the current demands and needed competencies. Upon recommendation, the appointment should follow. This is to ensure cost- and time-efficiency as the project needs forward progression.
